PageRank is Google's view on your sites relevance to the internet. The best way to get a PageRank is to continue posting original, well written content. Since your site is a blog, find other sites with a simliar topic to your blog, and read them. Post useful or helpful comments on a topic when it catches your eye, and as your web site URL is seen more and more on the internet, Google will acknowledge this, and increase your PageRank accordingly. There is much more to it than that, but thats the gist of it.

Also, join sites like technorati, blogrush, entrecard, or digg to help increase traffic to your site. The more people that see your site, the more people that are likely to link to your site, thus increasing your PageRank.

I have a website too. it's http://meijin.uni.cc , but when I signed up for a payperpost account, it's being rejected as it has no PageRank. What's PageRank is? How can I get one?
